The Agenda is “a plan of action for people, planet and prosperity”. It comprises of 17 Sustainable Development Goals (SDGs). These goals are indivisible and encompass economic, social and environmental dimensions.
The global education development agenda reflected in the Goal 4 (SDG4) of the 2030 Agenda for Sustainable Development, adopted by India in 2015 - seeks to “ensure inclusive and equitable quality education and promote lifelong learning opportunities for all” by 2030.
India has one of the largest and diverse education systems in the world. Privatization, widespread expansion, increased autonomy and introduction of Programmes in new and emerging areas have improved access to higher education. At the same time, it has also led to widespread concern on the quality and relevance of the higher education. To address these concerns, the National Policy on Education (NPE, 1986) and the Programme of Action (PoA, 1992) spelt out strategic plans for the policies, advocated the establishment of an independent National accreditation agency. Consequently, the National Assessment and Accreditation Council (NAAC) was established in 1994 as an autonomous institution of the University Grants Commission (UGC) with its Head Quarter in Bengaluru. The mandate of NAAC as reflected in its vision statement is in making quality assurance an integral part of the functioning of Higher Education Institutions (HEIs).
The NAAC functions through its General Council (GC) and Executive Committee (EC) comprising educational administrators, policy makers and senior academicians from a cross-section of Indian higher education system. The Chairperson of the UGC is the President of the GC of the NAAC, the Chairperson of the EC is an eminent academician nominated by the President of GC (NAAC).
The National Institutional Ranking Framework (NIRF) has been accepted by the MoE and launched by Honourable Minister for Education on 29th September 2015. This framework outlines a methodology to rank institutions across the country.

This National Education Policy (NEP) 2020 envisions an education system rooted in Indian ethos that contributes directly to transform India, that is Bharat. It aims to achieve consistent improvement in equitable and vibrant knowledge society, by providing high-quality education to all, and thereby making India a global knowledge superpower. It also provides greater flexibility for student to take Entry and Exit in an Academic Program and in choice of courses and credits to give them opportunity to learn the courses of their liking as well take break from Academic Program for job, internship or from some unavoidale problems. The Policy envisages that the curriculum and pedagogy of our institutions must develop among the students a deep sense of respect towards the Fundamental Duties and Constitutional values, bonding with one’s country, and a conscious awareness of one’s roles and responsibilities in a changing world. The vision of the Policy is to instill among the learners a deep-rooted pride in being Indian, not only in thought, but also in spirit, intellect, and deeds, as well as to develop knowledge, skills, values, and dispositions that support responsible commitment to human rights, sustainable development and living, and global well-being, thereby reflecting a truly global citizen.

Education is a critical factor in the development of society, by bringing technological and economic growth. India will have the world's largest population enrolling for higher education by 2025 and will be one of the youngest countries with the largest population pursuing higher education by 2030. India currently has 1,043 universities, which are divided into 49 central universities, 405 state universities, 135 institutes of national importance, 126 deemed to be universities and 328 private universities: along with 42,343 colleges and 11,779 stand-alone institutions. Currently, the total enrolment in higher education is estimated to be 38.5 million and by 2025, expected to be the world’s largest population enrolling for higher education, and that by 2030, it will be one of the world’s youngest countries with the largest population pursuing higher education According to the All-India Survey of Higher Education (AISHE), India’s gross enrolment ratio (GER) is 27.1 per cent (AISHE, 2019-20), which is calculated for the age group 18-23 years. Which is much lower than the global average of 36.7 per cent. The Government of India has set the target GER to be 50% by 2035 in the New Education Policy (NEP) 2020. The main objective of the NEP-2020 is PARAKH; Performance Assessment, Review and Analysis of Knowledge for Holistic development, which requires drastic change in the academic processes of the HEIs.
